155/36 hat eagle for review

Picked this up last weekend along with a few other small items. I did a search on the forum and nothing quite like this bird shows up. Most unusual feature are the round prongs on the reverse. I'm leaning toward a dud and bought it as such, but it never hurts to confirm or deny my suspicions. Any help will be greatly appreciated.

You can still see the broken off pins of the original they used to make this casting of ( left and right of the new pins ) ..

Is it marked 800 or is it nickel ?
