Waffen SS cut indeed, as it is lacking French cuffs and has hand warmer chest pockets (like a wachmantel).
It appears to lack an internal hood. Not all of them had this feature. Proper gray blanket liner too! SS

No, collar tabs were more commonly worn early in the war on army style M36 greatcoats. It is not impossible but not the norm...
(based on the later time span these were used).
