It looks like he's wearing an adjutant's lanyard. That's usually worn by a commanding officer's assistant. Perhaps an earlier photo? Also, his rank doesn't seem high enough, so maybe that's the case here.

Presumably with his wife Kate (nee Scharf) they had 5 children together, she died on the 19th of August '44.
