I am planning on removing this sleeve eagle from this piece of cloth but now I am wondering if this is an armband. Should I remove it or keep it as is?

But the white backing material / armband servers no purpose -
unless it can be proved why its on there in the first place -

Yes, you have bought a very fine and sought after eagle. Sometimes we get lucky, but the opposite is fare more common I am sad to say. Just enjoy!
