Runes tab, ???

This one has me stumped. I cant seem find anything quite like it, original or repro, The black wool is absolutely identical to several Dachau made tabs I own and the thread used in the embroidery is as well, The embroidery is rather sparse in the center of the runes with a fairly prominant border and similar to that seen on types of foreign volunteer shields. The tab is considerably smaller than any other I have seen as well. If this is a fake, who could possibly be making these?
