I think the cap has a chance, like cut an wool false piping a better photo of the lining would be helpful.

This is the last pic of the liner I took before I left after Christmas. The liner is a grayish color cotton. The items actually came from the estate of an SS vet who also collected items in Canada after the war. So there was a mix of good and bad in the lot.

I agree the application of lining is incorrect as well. I would pass on this one.
