SS-Polizei division NCO straps?

I posted these in the Army and police sections, but still can't identify them. Anyone here have an idea? Police boards made like Army or W-SS.

From the pics, the tresse looks to be RAD. So we have army NCO pattern straps made with police green wool and RAD tresse. Very strange, but I'd say army field expedient, possibly made by a company tailor??

any chance they could be early SD straps, someone suggested? I'm stumped.
