Memelland SS Abzeichen?

Thoughts on this pin?

Have always thought these to be civil membership pins for the Memel SS, yet I have also seen these advertised as Luftwaffe Geschwader pins, Wehrmacht divisional pins and post war old comrade badges?

They aren't that common and even scarcer are those with a wreath around the shield.

Anyone have a definitive answer?

This is what I could find:

'Civil Lapel Badge of the Memel Ordnungsdienst (IMO). The pin shows a black 'elk horn' on silver. These were worn both civil and on the uniform.'

this abzeichen has nothing to do with ss.its a civil ostpreussen badge and since 1957 its the official sign of the"landsmannschaft ostpreussen e.v.association.

This stickpin is the emblem of the Memeldeutsche Ordungsdiendst. This emblem was used pre Third Reich until this day. Illustrated is an example that was brought back by a US WWII veteran.

Allgemeine-SS Foot Regiment Memel wore the elk horn on the collar tab for ranks under SS Standartenführer and on the sleeve raute for those upper ranks.
