Interesting, never seen a dull one such as this, normally the high points are highly polished.

I think that that one has been polished a bit too much. I have one that looks quite dull on the relief, but when viewed through a loupe it becomes evident that most of the plating has been polished away, probably by someone who thought that they were preserving the lustre

It also looks like it may have been resprayed...who knows, maybe it's a 25 year sprayed silver. Either way, I would be happy enough to say that the cross, ribbon & embroidery are all original.

I think its original too, hard to say for sure just on pics but it does look painted up compared to any other 12/25 I've seen.

I did wonder if it were a gold re-worked to be silver, an odd thing to do but who knows if so, it would be tempting to remove the paint!

The runes look gold in the picture but it maybe the lighting, Jack, what colour are they?

There is definitely quite a lot of that silver/white finish on places that it shouldn't be and the bullion embroidery looks to have a gold hue, although this could be down to age or lighting.
