Unknown tab and shoulderboard

Need some help with these shoulderboards and tabs. Are they SS or other organization related? The tabs are approximately 5 long by 3 cm wide.

The boards appear to be Bahnschutz...Lacking their insignia cypher...the holes still showing!
The tabs definitely not SS!
