Bullion worked eagle on white cloth, was not able to blacklight it, looks to be for a pennant or something similar. Trash or Treasure?

It is supposed to be a Reichsautozug eagle, but that one is a reproduction.

Here is a real one to compare with. These eagles were for both the pennant and the Auto sports arm band.
They have been posted in past as well, but still not that common. There are supposed to be a few them somewhere around.

I believe its sister is for sale at the collectors guild.
