Metal Cap Eagle ID?

Hello all,
Here's another piece, new to me, that I cannot id through the usual on-line sources. Slightly less than 2 inches wing tip to tip. What is this one?

Eagle

A pre1939 political cap eagle. In rare cases, it may be encountered on ss visor caps.

17 is the RZM metal insignia code for Assmann (plus the Assmann "A" symbol appears in the middle of the breast feathers).

Thank you both. Using "political" in the search turned up several examples immediately. This eagle did come from a vet's group that had SS pieces in it so maybe....
Thanks for pointing out the Assman "A", too, I hadn't noticed it in the feathers.
