Was this combination common (skull plus eagle)

A question about this combination: was this combination common?

As you can see it is the Flemish made skull wit a "normal" eagle.

Was the flemish skull only worn by the Flemish SS or also by the WSS?

...I've only seen the Flemmish made scull on Flemmish SS headgear.
