SS ammo pouches

I recently got a SS ammo pouches marked as follows VA 419/38 SS.
Question: What did VA means and can someone tell me about the 419, 38 must be the year when made?

va = Verwaltungsamt ( VASS)
419 is the contract code
and the 38 is the year,
do you have photo's of the pouch?

Thanks for the reply regarding the pouch sorry for it but not got a Digital camera yet, but working on it.
Regarding the pouches it is a normal black dyed early pouch with Alu. Fitting, just like the others but with the SS markings instead for Maker mark.
I collect ammo pouches in particular and this is my first SS it rather hard to get hand on and from my knowledge about pouches it is 100 % right.
BTW: Can you tell me where to find who is behind the contract code?

Hello Kim/Gary,

It was interesting to see your post Kim, as I have a pouch that is marked "VA 404/38 SS". I found mine at an antique market for $40. I would normally be a bit skeptical about leather items stamped with runes and such, but these seemed to be marked well, and at that price it couldn't hurt.
