I would say SA, members of the group staff wore abbreviated letters of there group in this case the collar tab is Nm which would make it Nordmark

Gary is exactly right. Nice picture of a SA Mann with post 1939 insignia. (two shourlderboards) The tabs are for Gruppe Staff of Nordmark. Nice overseas cap as well. Thanks for sharing.

Its interesting to see how "militarized" the SA uniform had become by this point...
