Your opinions on this sleeve eagle... top wool section appears glued to wool backing, with paper remnants on the back.

It's an early "double-backed" SS-VT eagle.
For reference I've attached a quick photo of a variant shown in Beavers uniforms of the WSS vol 3.

Oh, and you deserve special credits for taking pictures of if straight from the front, on a neutral background and with close ups.

... just did some searches on double backed and hammerhead - some great info here on the forum!
