You have two German military, optical, devices called Richtkreis. Model 31. Look for any markings on tripod, since it does not look German. One Richtkreis had been reused by Finnish Army (S.A. and markings in their language), second is preserved in original condition, as made for German Army. Periscope attachement could be used on both.

The only marking I have found on the tripod so far is an SA so presumably also of Finnish issue.
