OS cap sold as Luft but with blue piping

I was wondering what could be this OS cap with blue piping ? I have no intention to buy it, just curious. The thing seems period (but which period and which organization/country ?)...

Never saw anything like that. Piping usually runs around the edge of the folded part of the cap, and sometimes a colour piping was added here (unauthorized) to Luftwaffe caps.
