Large Desk Lighter Conversion.

Not much to go on, my guess is WW2 german, well it came from Germany anyway The comparison photo against a rifle round. Can anyone help with an ID

Lighter was made from Russian 23x152B cartridge case ( 23mm VJa ) 187 = Ammo plant Novaja Zarja, Tula. 41 = 1941
