It has nothing to do with a Nebelwerfer.
It's a 7,3 cm raketensprenggranate, used as a Flakrocket by the 7,3 cm Föhn, or as RZ65 in different kinds of planes, among them the Ba 349, i think Me 163 as well.
Excellent specimen, best one i've ever seen (better then mine
).

Is the front of it the same as on 20mm ammo? It has a air of resemblance anyways.

The RAZ51 might look similar to the 2 cm fuzes, the internal parts and the way they function however are different from the ones used on 2 cm shells.Comment
