Hello,
I would have to agree that this is a training round. Most training rounds are painted a bright colour such as blue inorder to distinguish live/dummy rounds.
Currently in the Canadian Forces, Blue is used on many training munitions. Our Carl Gustav SRAAW have the TPT round (cement head) painted bright blue to show that it is not explosive even though it is a live round.

This is officially known as a "Shell, fixed, MKII A1"
It's practice round used in the M1916 subcaliber canon.
The M1916 was a subcaliberbarrel, which was either placed inside a larger barrel, or fitted on top, and used to practice shoting without having to fire the full caliber ammunition, which was more expensive.
M1916 was used on/in: 75 mm Houwitser, pack M116, 155 mm Howitser M1 and M1A1, the 155 mm M2 Gun and the 8 Inch. M2 howitser.
