First thing I noticed was the cockade was damaged or not what one would expect.
My guess is there weren't the loops added to his jacket to place the EK1. Good observation and a great photo showing three war badges being worn.

Awesome pic. Maybe has just not done anything to earn an EK1, in spite of his extensive service. Or may be got transffered all over because no one wanted him and he was not very brave.

I have a Soldbuch for a Kriegsmarine officer, who was awarded three combat badges, but not even the EK2! Guess EKs didn´t come easy in the KM.

Yes, that is what I have recognized too.
For the awards of some of the "war" badges it needed "only" to be present a certain time on board of a ship...without any possibility to show "bravery".
