    Hello Tim:
IMO a banner of the Fascist Italian National Leisure Time
Association for workers (O.N.D.). An organization that
provided recreational equipment, improved health and
safety measures for factories, to raise moral and physical
fitness of its members. In your flag's case, for railwaymen
in Tripoli North Africa. Believe it or not, my son just found me
one of these banners at our local flea market for $10 USD,
yes ten bucks. As such mine is not for sale, but IMO the
retail market value of an "Opera Nazionale Dopolavoro"
(O.N.D.) bullion embroidered banner is around $500 USD.
