The production features is consistent with Italian postwar Alpini metal enamelled unit insignias, but this ain't one of 'em.
"3A" (ie triple "A") stands for Associazione Alpinistica Altarese, a local mountaineering club estabilished in 1945 that has belonged to CAI (Club Alpino Italiano = Italian Alpine Club ) since 1970.
The Latin motto "in montibus vita" means "Life in the mountains".
