It has a number on the back.

is it plaster? Looks like carved wood to me?

Typical finnish wood work. Looks like the number is written with a charcoal pencil or is it carved?

Any way, it is a commemorative piece made after the Winter War, hard to say who made it, probably a unit that fought in those battles, but hard to say exactly.
