Does this small badge have military significance?

Vindobona was a early Celtic settlement and later roman fort which is now Vienna .

I am not sure of the connection to the owl badge , but possibly to the Vienna chapter of the Schlaraffia Society .

The Schlaraffia Society is a fraternal organization started in the mid 19th century .
