hi, this is a rank for civilian clerk and ministry official... we can't know for wich ministery worked this official, because under the rank there are black cloth... this tissue was generally the same color that was placed under the eagle of the hat. every ministery had a distinctive colour. for the rank, i think that is compared to the rank of major.
