Army or SS shoulder boards

The more I learn the less I know...
I bought a uniform collection that included nice pieces but several that had been, shall we say, modified!
This blouse appears to be an Army service blouse, the bullion Army eagle has been sewn postwar.
My question is the shoulder boards... I believe they are resewn as well. But are they Army or SS?

No sleeve eagle, collar tab shadow but can't tell what was there.

The odd things you see...

This is an estate pair. Both straps have been cut from a tunic. One has black underlay and the other doesn't.
