Riding breeches military or not

Hello,
Got these many years ago. They are green cotton twill lined with cotton flannel, very well made and heavily used. I can't find any markings except that the ankle zippers are marked ULTRA. I just wanted to get your thoughts - private made for a soldier or completely civilian?
