These are original IMO, as of yet I have not seen these reproduced as there seem to be many of them around and they are not in great demand.

Probably because many of the "HV" (HeersVerwaltung) staff were switched over to "TSD" TruppenSonderdienst) in 1944, it resulted in a surplus of "HV"
insignia remaining unused...
