Is this the cloth know as "whip-cord"?

Wool is a very heavy gabardine.
Sure are a lot of ribbon loops for someone who never earned the EKII though..

They didn't have to wear the EK2 ribbon/kvk2 ribbon to wear EK1 or KVK1.

This is a nice walking out or piped service tunic. I suspect the insignia was restored after the War.

I agree with Johnny on that also.
Note the patination around the buttons on the shoulder boards after larger buttons.

Atleast it wasn't made into a general.

Nice original tunic will all insignia replaced, IMO. The collar tabs and boards should both be of the parade variety.
