Why would someone in charge of a regiment (Lt. Col.) wear different #'s on his shoulder boards than the regiment he was in charge of?

Hi Shinerb, it is possible I suppose? Senior officers have a certain lattitude when it comes to dress regulations that are not afforded to others. Rank has its privileges and all that
Maybe he regarded the appointment as temporary and was reluctant to alter his shoulder board numerals or maybe it was down to supply problems? Who knows?
