Definitely an East German Volkspolizei (Vopo) enlisted tunic dated 1960.

The shoulder boards look like Wehrmacht Zahlmeister boards. Original??

I don´t know much about DDR-uniforms, but is VoPo not from MdI?
                I guess(don´t know!) that it could be a tunic for a justice-admin.
This regular would had fit in westgermany i think.

What looks like a "J" is actually a stylized "I" - much the same way that the Wehrmacht used "JR" for "Infanterie Regiment".

"1850" is a frequently seen East German manufacturer code.

The tag is typical for East German uniforms from the mid 50s to about 1961.
