Not NSKK...not a Brown coat...unless its Transport flotte Speer maybe???
Driver Raute was worn much lower on the sleeve btw...later added...
It might have even been dyed...looking at the liner...the back belt button configuration stacked like that
is not something that I recognize...
Try the political section where NSKK and other para military formations are discussed!

There was a marine branch of the NSKK and, as already mentioned, Transportflotte Speer; both of which wore navy blue mantels. I would not automatically dismiss those possibilities.
