Hi Tony, IMO is is for a "E" officer (supplementary). These guys were retired officers called back into service to fill slots where regular and reserve officer were not available or for specific skills that were needed. The Roman numerals indicate the WehrKreis or military district. VII is for an area in Bavaria centered around Munich.

Yes, I agree this is a Recruiter with this numbered device indicating the Wehrkreis where he worked.

It could also represent an Engineer Officer that was assigned to a Wehrkreis Staff for the purpose of Inspecting Fortifications. I mention this because the Roman Numerals are not centered on the board leading me to believe that it once sported a Cogwheel device that has since been removed. I believe that Orange was used for a period of time for these Engineers who also Supplemental Officers brought on Active Duty during the war to perform specific duties of a technical nature.

The cog wheel device would have been worn above the numerals.

Orange Red was used after for "W" officers after June 7th 1944. There probably was a rank pip under the numerals. You can see a single hole on the underside.
