Very interesting. The anchor looks like the emblem for the Wafferstrassenluftschutz (WSL). There are some minor variations to the way the line wraps around the anchor, but it seems to be very closely related, if not a variation of the insignia itself. See page 449-451 of David Littlejohn's "Defending the Reich."
The arm band is not in there, but that does not mean it did not exist. Very interesting item. I cannot see someone faking something as obscure as this...
