The marking is what is called an SOP or Standard Operating Procedure marking. US Soldiers marked their individual clothing and equipment to help identify their equipment and stop barracks theft. There was a kit sold that allowed the Soldier to make this stamp. The leter is the first letter of the Soldier's last name and the 4 digit number is the last 4 digits of their service number. Many GIs marked their souvenirs with this stamp to keep their buddies from borrowing .
