The tunic was originally for a Paymaster official. All Beamten had the dark green base color. The white secondary color indicates Paymaster. The collar tabs and shoulder boards are for the Truppensonderdienst Offizier des Verwaltungsdienst (TSD) (Special Service Officer, Administrative Branch). This branch was created mid 1944 and replaced the Beamte Intendant and Paymaster Branches. It used a royal blue branch color.
Since the TSD was created out of the Paymaster branch late in the war - long after they stopped making dress tunics - it is entirely possible that, even though not 'regulation', this tunic is 100% original to the period.
