Army eagles? or panzer HELP

Ok heres 2 diffrent color eagles not sure what type they are, and what for,,not sleeve eagles Im sure,,,ok good or bad,,need help

Heer panzer cap eagles, white on black (2nd pattern) and either blue grey on black (3rd pattern) or grey on black (4th pattern). Hard to tell which for certain from these images, though I think it's the blue grey on black 3rd pattern, which is probably the least often seen of these.

Both look original.
