Afrika Cufftitle Opinions on Originality Please

Can I please have comments on this "Afrika" cufftitle whether or not it is original. It has bullion wire palm trees and wording. It has been cut to about 16 and 1/2 inches but I cannot tell if it was ever sewn on. Thanks.
