Looks like early TR police. Maybe from the Pre-HG Reg police formations?

Judging the green background color from the back I would say these are very early Heer period tabs. Many hats coming out of the Weimar period used a much lighter green for the hat bands and other back grounds for embroidery, etc. The front also appears to have significant sun fade which makes it look a lot more Police like. That green matches many early Heer hat bands I have seen.
