Splitter parka: September 1943
Sumpf parka: September 1944

Splinter was being produced and issued by late 1942, there are different patterns for "Marsh", 1943 and 1944 that I know of and perhaps more variants. The earlier Marsh patterns were in use by the end of 1943. As noted Vincent will be able tell you more.
