This is a Heer coat with a RAD depot stamp. I don't know why this happened but I have seen a fair number of examples of Heer uniform items stamped at RAD depots, it is not too unusual. RAD coats were different, they were brown, for one thing.

I agree with Chris,this coat is not RAD...I believe the RAD-BAS markings are from a secondary depot.
