These could have been a very early Heer eagles - I know that the first Heer belt buckles had the eagle facing the other way.
Civilian judges wore a left facing eagle on their robes.
It is also possible that they were used by Privately owned Railways on the sleeve.
The Kleinbahn / Betreibsbahn (Industrial Railways) often wore no sleeve eagle at all but a silver left facing eagle was authorized.
