                what's the whole picture?

Okay I'll bite. Are these pictures from the same tunic? -- let's see the whole thing! These seem to be Kriegsmarine bullion officer's insignia (breast eagle and line officer star insignia, real or not) but with odd non-KM sleeve rank stripes.
                Best regards,
                ---Norm

                    Kriegsmarine?

Well, it looks like a KM officer's tunic from this distance, and is meant to represent a Korvettenkapitän, but those wrong rank sleeve stripes cast the whole item in doubt, which makes me wonder if it's a costume piece.
I'm not expert but perhaps if you post more detailed pics inside and out, you can get a further opinion from the folks with a lot of "in-hand" experience such as KM-Spain.
                    Regards,
                    ---Norm

                        impressions

Well, until the more experienced members weigh in I'll have a go. Bear in mind, my opinion is based on research and my interest in Kriegsmarine, but not on "hands on" experience since I have never owned a tunic (sadly).
I don't know why you included one photo of the back of a grey collar -- presumably by mistake?
Anyway, to me, the tunic itself looks appropriate cut and style with the proper lining and pockets, buttons, alignment, etc. to have been a KM blue tunic. I like the bullion eagle with its celleon thread wreath/Hakenkreuz and the bullion line officer star insignia but I'm not so sure of their application which seems a bit sloppy, especially for a Korvettenkapitän. Also I notice there are no medal loops for this tunic.
All that, combined with the post-war applied wrong cuff stripes, makes me wonder if this whole thing is a post-war put together tunic using original parts (aside from the cuff stripes).
                        Just my thoughts.
                        Best regards,
                        ---Norm

collar is on the same tunic, only that it was a little too much light on the camera and the color looks more gray.

Hi, I agree with Norm, the style and cut of the tunic looks OK with these pictures for a KM jacket. Anyway it would be a remade one, with all insignias replaced, if in any time were took out, and with wrong cuffs stripes.
