KM Eagle - Hat Patch (Question)

Hi All

Just added this KM eagle to my collection and would appreciate some help. This isn't my normal area of collecting, so I appreciate any help.

This eagle measures approx. 2.5" from wingtip to wingtip. It is worn, and has evidence of stitching remaining.

Based on size, I'm assuming it is a hat eagle for EM/NCO. If so, what period would this have been worn.
