The green waffenfarbe designates an HG Jager.

Surely these shoulder boards are not worn with these collar tabs (by regulation anyway )
When tabs were waffenfarbe edged the shoulder boards were piped white.
In April 1943 when tabs lost their edging, the shoulder boards got the (green) waffenfarbe...(at least that's what Bender says.)

You are right Paul. They (by regulation anyway) were not supposed to be on the uniform at the same time... it is still very possible that these belonged to the same person.

I have a single '3 gull' tab that I got from Pete Whammond in '97. Paid $105 for it then. Given inflation, etc. I'd guess your pair is in the $250 range.
