Two Hat Eagle Original or fake?

Hello All,
I do not know anything about hat eagles. I got these with some war badges. the top one is on black and the lower one on green. What do you think?

They look like breast eagles to me and both look original.. Have a look at the black backed eagle in natural sunlight,it may just be Kreigsmarine Administrative in which case it would be dark navy blue which sometimes almost looks black.

I agree with Glenn.

If the upper one is truly on a black wool backing, one might think it is a breast eagle for a panzer officer's wrap...but I suspect that it is more likely a very, very dark green wool backing instead. The shade sometimes varied; you may want to take it out in daylight to really determine.

I see Glenn added to his comment while I was composing mine. Seems we're both thinking on the same wave length , only I hadn't considered the possibility of a navy blue backing. (Excuse my ignorance about Kriegsmarine Administrative insignia...wouldn't the eagle be gold bullion?)

KM Administrative are silver bullion eagles on dark blue backing.

Just an update I was able to get them out in the sun today and it is black. thanks for the help with these as I am know nothing about them.
