Interesting question, that I've wondered about
too. I suspect the answer has something to do
with the Luftwaffe flags being presented first on
21 April 1936 on the second "Day of the Luftwaffe"
(the 18th anniversary of the death of Manfred Von
Richthofen) preceding the Army flags at the 1936
RPT by five months. IMO the Luft flags were a rush
job - having two separate side designs, no streamer
re-introduction date metal plaques, and as noted by
the Luftwaffe eagle having been redesigned later
creating a 2nd pattern top and flag.
