SS pennants unknown use

I have in hands a pair of pennants with leather case,
I have the feeling it's period, but until now, I am not able to find for wich use
this pair is made,
Any opinions are welcome.

Interesting pennant pair, especially IMO
the chain stitched SS with double circles.
